Our Annual Accounts
Our annual accounts provide a clear overview of YMCA Blackburn’s financial position and performance for each financial year. They show where our income comes from, how money has been spent, the value of our homes and other assets, our liabilities, reserves and cash position.
The accounts also include information about our activities, governance, risks and future plans. They explain how the Board has overseen the organisation’s finances and how resources have been used to support our charitable purpose, maintain and improve homes, deliver services and invest for the future.
Our financial statements are prepared in accordance with the relevant accounting and reporting requirements and are reviewed by independent auditors. Publishing them supports openness and accountability by enabling residents, partners, funders and other stakeholders to understand how YMCA Blackburn manages its finances and safeguards its long-term sustainability.
Our Rent Policy
Our Rent Policy explains how YMCA Blackburn sets and reviews rents and service charges for its social, affordable and supported housing. It provides a clear and consistent framework designed to ensure that charges are lawful, transparent and appropriate, while supporting the financial sustainability of our homes and services.
Social rents are calculated using the Government’s formula rent approach, which takes account of property value, local earnings and property size. Affordable rents are set at the lower of the relevant Local Housing Allowance rate or 80% of the property’s market rent. Where service charges apply, they reflect the cost of providing services to residents and are identified separately where required.
Rents and service charges are reviewed annually and any changes are made in line with the applicable Government rent policy, legislation, regulatory requirements and the terms of residents’ occupancy agreements. Residents will normally receive at least four weeks’ written notice before a change takes effect.
Rental income helps us manage, maintain and improve existing homes, deliver housing services, meet our financial commitments and invest in new accommodation. We aim to balance affordability for residents with the need to provide safe, good-quality homes and remain financially resilient.
